My parents want to switch from the old manual dial thing to this PT715 for their electric underfloor mats, but they're worried about it turning on too fast or running non-stop. Does this thermostat have a setting to force a minimum time before it kicks in so the heating cables don't get stressed?

Yes, you can set a minimum heat source on-time right in the menu to prevent rapid cycling. It also lets you cap the maximum floor temperature and adjust the hysteresis so it doesn't overheat the room. Plus, it has an "Open Window" function that stops heating if it detects a draft.
